Employee benefits are a substantial part of what you offer your team. Choosing an adviser means deciding who will help you balance the cost of that offer with the coverage, support and choices employees need. You may need help redesigning the package, negotiating insurance, running the program, or bringing those responsibilities together.
This guide compares nine employee benefits consultants and brokers for HR and finance leaders. It covers their services, the markets described on their sites, payment and exit terms, and the questions that will help you assess a proposal.
Which employee benefits consultants and brokers fit your workforce?
Aon, Mercer/MMB and WTW describe multinational capabilities; Lockton and OneDigital offer US health-plan support; Chase de Vere, EBC and Howden cover UK benefits; Alpha Apex Group offers benefits redesign within HR consulting.
Each of the nine has its own page describing employee benefits services. This is not a complete market list.

What happened to Evelyn Partners and Johnson Fleming?
Evelyn Partners says its pension and employee benefits practice was acquired by Howden (opens in a new tab). In September 2026, the former Johnson Fleming benefits address redirected to NFP's UK site (opens in a new tab); NFP identifies itself as an Aon company and offers employee benefits consulting.
For proposals from related businesses, establish whether they use different teams, insurer arrangements or platforms, and which entity would hold your contract.
How are employee benefits brokers paid?
The disclosures below describe insurer commissions, client fees or both, plus possible additional insurer or third-party income. Your comparison needs the payer, amount or calculation method, when compensation is earned, and what could increase it. Then ask how the adviser would handle a recommendation that pays it less.
| Provider and document | Who pays and on what basis | Exit and disclosure provisions |
|---|---|---|
| Aon group notice | Insurer commissions or fees; client fees instead of or alongside commissions; possible other income | Clients can request a year-end summary of insurer and third-party compensation. Confirm the account's compensation with its servicing Aon office. |
| MMB global disclosure | Client fees agreed at outset may replace or supplement premium-based insurer commissions; additional commissions and insurer-services revenue may apply. | Details available through the local MMB contact. |
| Lockton US terms | Premium-based insurer commissions, negotiated client fees or both; possible additional compensation. Lockton says contingency payments reflect wider book performance and are difficult to attribute to one policy. | Placement commission is fully earned at inception and retained on midterm cancellation or a coverage reduction with premium adjustment, unless applicable law or Lockton's insurer agreement says otherwise. |
| OneDigital US benefits FAQ | Describes insurer commissions or a flat consulting fee as typical broker pay; says it explains compensation up front. | Not included. |
| EBC UK service terms | Client fees specified in the order form. | Initial service term is set in the order form. After it ends, either party may serve at least three months' written notice by hand or prepaid first-class or special delivery post; email alone is invalid. Service and platform services cease immediately on expiry or termination of the order form. |
| Howden UK client agreement | Premium-based insurer commission, agreed client fee or both; possible additional insurer income. | Either party may give 30 days' written notice. Remuneration is fully earned at inception and may be retained or recovered. If you terminate, amounts due include brokerage on future premium installments and future fee installments. Full remuneration disclosure on request. |
Howden's row shows its general commercial terms as an example of what to check; benefits-specific terms may differ, so request those for your engagement.
For covered brokerage or consulting arrangements with US ERISA group health plans, the responsible plan fiduciary should obtain and review the applicable required compensation disclosures before appointment or renewal. Department of Labor guidance (opens in a new tab) explains the disclosure purpose and fiduciary review of compensation and conflicts.
When requesting fee quotes, define PEPM as per employee per month and specify whether it counts eligible or enrolled employees. Distinguish that denominator from a charge for each covered member, including dependents, and identify the services included.
Do you need a consultant, broker or administrator?
Choose by responsibility: advice and plan design, insurance placement, or day-to-day administration. A provider may cover several through different teams or entities, as the comparison above shows.
Specify who makes recommendations, approaches insurers, manages enrollment and resolves queries. If a third-party administrator (TPA) is involved, name its claims and other administrative responsibilities in the proposal. A job title alone does not settle that division of work.
How do you choose an employee benefits broker or consultant?
Choose the team that can demonstrate the services your workforce needs, explain the funding exposure and commit to deliverables you can measure. I'd make the proposal process test those responsibilities against a real task.
Account minimums vary by firm, so ask before investing time in a proposal: what is your minimum account size? Send each candidate the same selection brief. If the problem is still unclear, start with how to evaluate your benefits program.
- Employee locations: Which countries, employee groups and dependents need support?
- Current plans and funding: What coverage, funding model, claims information and data access can we provide?
- Renewal dates: What renewal, contractual notice and implementation deadlines must the engagement meet?
- Budget: What employer and employee costs, adviser fees and financial exposure must the proposal address?
- Problems to solve: Which outcomes matter, such as a documented funding decision, fewer unresolved administration problems or clearer employee understanding?
- Services needed: Who will own advice, insurance placement, administration, compliance support and employee communication?
- Named delivery team: Who will deliver locally and centrally, and what comparable work can they demonstrate?
Agree a baseline and reporting method for the chosen outputs before treating an improvement as a result.
Test delivery with a representative task
Ask the proposed team to demonstrate an enrollment change, coverage query or renewal analysis. Identify the handoffs between your HR team, the adviser, the insurer and any administrator.
Agree the renewal and transition plan
Work backward from your actual renewal date with the selected adviser. OneDigital's benefits FAQ, read in October 2026, says switching ideally happens 90 to 120 days before renewal. Agree a dated plan for notice, data delivery, decisions, employee communication and implementation. Include data export, access to records and continuity of employee support if the relationship ends or ownership changes.
Pharmacy and stop-loss assessment
For a US health-plan brief involving pharmacy, press the proposed adviser on the actual pharmacy benefit manager (PBM) contract. Aon, WTW and OneDigital describe pharmacy services in their entries above; Lockton's and Mercer's US benefits menus also list pharmacy services.
- Rebates and other payments: Who retains them, and what exclusions affect the amount passed to the plan?
- Pricing and fees: How does the contract define any spread between pharmacy reimbursement and the plan's charge, and any administration fees?
- Data and audit access: What records and audit rights would the contract provide, with what limits?
- Stop-loss modeling: How do specific stop-loss (individual-claim protection) and aggregate stop-loss (total-claims protection) perform against our funding and claims assumptions? What attachment points (thresholds for stop-loss reimbursement) and exclusions would apply?
