Fractional and Interim CIO Services: 10 Providers Compared

Published Updated 16 min read
In a growing company, there comes a point when technology decisions get too big for the person who has been making them. A non-technical executive has looked after IT on the side, or an outside IT provider has kept things working, and now there is an ERP decision, a security question from a customer or a board asking for a plan. Someone senior needs to own it.
A fractional CIO is an experienced chief information officer who does that job for part of the month: setting IT strategy, managing vendors and the IT team, and owning technology risk. This guide explains when that is the right choice over an interim or full-time CIO, compares ten providers of fractional, virtual or interim CIOs, and ends with a brief to fill in before you call any of them.
DisclosureJake Jorgovan co-founded Alpha Apex Group, one of the ten firms in this list.
Fractional, interim or full-time CIO?
Each of these arrangements answers a different problem.
| Arrangement | What you get | It suits |
|---|---|---|
| Fractional CIO | A senior IT leader for a share of the month, often working with several companies | IT needs strategy, vendor oversight and risk ownership, but not a full-time executive |
| Interim CIO | A leader in the role for a set period | A departure, transition, carve-out or acquisition that needs a leader for a defined period |
| vCIO from an IT provider | An adviser inside the managed IT company that runs your systems | Mainly operational IT support, with planning advice on top |
| Full-time CIO | A permanent executive in the business every day | Complex, integrated systems and an IT team that need a leader every day |
A fractional CIO adds a leader, not a team. Freeman Clarke describes the role as sitting "above your existing IT team and suppliers", and FireOak says most of its clients already have internal IT staff, a managed service provider, or both. The fractional CIO sets direction and holds those people to it. An interim CIO can also be recruited directly; the interim and fractional executive search guide compares recruiters for that hire.
The titles overlap. Velonex's fractional CIO page describes "Virtual CIO/CTO services", and Economit, an IT consultancy, calls its part-time service a virtual CIO. Ian Findlay, a TechCXO partner who says he ran a managed service provider for 20 years, writes that the vCIO role was created by managed service providers and that the person in it "works for the MSP". He argues a vCIO can work well when the main need is operational support, and that independent advice matters most when you need someone to judge vendors and IT spending. That is one provider's view, and a reason to ask every provider how its advice relates to what else it sells.
Before choosing any of these, check that there is something for the new leader to run. In a December 2021 episode on systems, I said you should learn a function well enough to do it before you hire someone to own it. As I put it then, "you need to have at least like a basic level of structure in place first". I was talking about hiring in general. For IT, it means knowing what you spend, who supports what and which decisions are coming before you bring in a CIO of any kind.
Ten providers of fractional, virtual or interim CIOs
The providers fall into four groups, by what else they do. Some firms are built around fractional technology leaders. Some are IT consultancies that offer a fractional, virtual or interim CIO among other services. Two are managed IT or software firms that also sell CIO advice, and one is an executive search firm that offers fractional CIO oversight and recruits permanent CIOs. Several fit more than one group, so treat the grouping as a starting point.
This shortlist is grouped by service model and runs A to Z within each group, without a ranking. It starts from the firms this guide covered before, less Sage Solutions Consulting, whose current pages name fractional CTO and CISO roles but no CIO service.

- Nonprofits, research organizations and growing businesses that want independent advice alongside an existing IT team or provider
- Engagement
- two senior advisors on every fractional CIO engagement
- Evidence
- case studies (opens in a new tab)
FireOak's case studies include a growth-stage biotechnology company where it joined the executive team as fractional CIO, set a technology roadmap and rationalized software; the firm reports eliminating more than $100,000 in unnecessary software spending in the first year. Another case describes fractional CIO work for an environmental nonprofit operating across Africa, Asia and Latin America. FireOak anonymizes its clients.
Its service page says many clients have 20 to 300 employees, among them nonprofits, foundations, professional services firms and growing businesses. FireOak says it does not resell software or take vendor commissions, and that it works alongside internal staff or a managed service provider. Its fractional CIO FAQ (opens in a new tab) publishes no fee: cost depends on size, complexity and scope, and engagements are not structured around a set number of hours a month.
Freeman Clarke
Back to the comparisonFreeman Clarke website, captured October 2026.
- Potential fit
- A mid-sized UK business that wants a board-level CIO for a set number of days a month
- Published pricing
- typically 20 to 40% of a full-time CIO salary, depending on the days required each month (its FAQ, October 2026)

- Ringtons client story (opens in a new tab)
Ringtons, a family-owned tea and coffee business with close to £100 million in turnover, engaged Freeman Clarke principal Michael Barker after what the case calls "several costly technology missteps". He wrote an IT strategy and five-year roadmap, led the business to Cyber Essentials certification and ran a selection process across more than 20 potential solutions and partners for a new ERP and doorstep sales platform. The firm reports that the choice saves around £500,000 against earlier bespoke proposals, with the rollout still to come.
The service page carries a testimonial from Guy Clark, CEO of CNX Therapeutics, and Freeman Clarke reports more than 100 technology leaders and more than 1,300 clients served. It says it holds no commercial agreements with vendors or resellers. Its client stories (opens in a new tab) name other engagements, among them Ecosurety and NEOM Wellbeing.

TechCXO
Back to the comparisonTechCXO website, captured October 2026.
- Potential fit
- A growth company whose IT is run by a non-technical executive or an outside provider, starting with an assessment
- Starting point
- an IT health assessment, then ongoing CIO support if needed
- Evidence
- case studies (opens in a new tab) (other roles)
TechCXO partner Ian Findlay describes an IT health assessment he ran for a large healthcare organization whose managed service provider seemed to be doing a good job. The company had suffered two security breaches in six months, and he found serious security and system problems. That was an assessment; the case studies read cover other roles, such as fractional CFO, CRO, CMO and CTO work.
The firm's fractional CIO page calls a "neutral, third-party assessment" of how IT is delivered today the most valuable first step for many organizations, followed by a roadmap and, where needed, ongoing leadership as head of corporate IT. Firm-wide, TechCXO reports more than 245 partners and professionals and more than 7,000 companies served, across all the roles it fills.
In his article on fractional CIOs and vCIOs (opens in a new tab), Findlay says he works with companies of 5 to 300 employees. His time with each ranges from two to four hours a month to two to four hours a day, depending on need.
IT consultancies with a fractional, virtual or interim CIO
4 of 10 firmsThese firms offer CIO leadership as one service among assessments, systems selection and implementation. A CIO from one of them may bring in the firm's other services, so agree what the CIO role covers and what is billed as project work.
AIT website, captured October 2026.
- Potential fit
- A company, often one owned by private equity, that needs an interim CIO during a transition
- Evidence
- homepage testimonial (opens in a new tab)
AIT's homepage quotes Jesse Du Bey, founder and managing partner of Orkila Capital, on its work across "many of our portfolio companies". The testimonial concerns broader technology work and names no interim CIO appointment.
On its technology management page, AIT says clients ask it "to assume the roles of interim CIOs and CTOs" during transition, growth or difficulty. The same page lists technology assessments, systems selection, carve-out planning and exit readiness, and the about page (opens in a new tab) lists leaders who have held CTO and CIO roles. No interim CIO case is published on the pages read.

- Potential fit
- A UK company that wants a part-time IT director or CIO, paid only when it uses the support
- Based in
- Derby, UK
- Evidence
- Marlborough case study (opens in a new tab)
Marlborough Group Holdings, a UK financial services group, uses Economit as its virtual CIO. The case describes a monthly IT strategy meeting with the business and quotes compliance officer Kim Cooling on "a significant improvement in the stability and sturdiness of our network" since Economit took the role. DIPT, a construction supplies group, appointed Economit as virtual CIO after an IT assessment, according to another case (opens in a new tab). In a third (opens in a new tab), the clockmaker Smith of Derby made Economit its outsourced IT director, and Economit reports a 20% cut in IT capital costs. The case pages carry no dates.
Economit works on an outsourced, part-time basis and says that if a client doesn't need its support, it won't charge.
Fluent Consultants
Back to the comparisonFluent Consultants website, captured October 2026.
- Potential fit
- A midsize company facing an ERP, CRM or AI decision that wants its CIO backed by an implementation team
- Based in
- Overland Park, Kansas
- Time
- a set number of hours a week or month, heavier during diagnosis or a launch
- Evidence
- assessment case study (opens in a new tab)
A midsize shoe manufacturer's new COO hired Fluent to assess its technology during a change of strategy, in a case the firm posted in 2021. Fluent reviewed the order-to-cash process and recommended replacing the core system with a new ERP, delivering the selection requirements and a candidate review. The case describes an assessment rather than an ongoing fractional CIO role.
Fluent's fractional CIO page says the firm does not resell software or take commissions and that its CIOs are "backed by Fluent's engineering and design teams". Its FAQ distinguishes a consultant hired for one project from a fractional CIO who owns the technology function and sits at the leadership table.
Solvaria

- Potential fit
- A company whose IT problems sit in its data, databases and cloud platforms
- Based in
- Glen Allen, Virginia
- Evidence
- fractional CIO case for a manufacturer (opens in a new tab)
An equity-backed manufacturer was referred to Solvaria after several attempts with other vendors to fix its IT, according to a case posted in March 2021. Solvaria ran an ERP partner selection and an IT operations turnaround. The client then hired Solvaria's operations lead to stay on as fractional CIO for the next year, and the company's new IT director was trained to carry the roadmap forward. A 2019 case (opens in a new tab) describes a food distributor that grew from 50 to 250 employees. Its long-serving CIO asked Solvaria for an assessment, and Solvaria placed a fractional CIO to oversee the new strategy so the existing IT leader could focus on business applications. Both clients are unnamed.
Solvaria says its fractional CIOs are former enterprise IT leaders and describes a four-phase process: assess the current state, forecast future needs, integrate the findings and build a roadmap. Its other services include database, cloud, data security and business intelligence work.
Managed IT and software firms with a fractional CIO service
2 of 10 firmsThese firms also sell the systems or the support that a CIO would oversee, which is the arrangement the vCIO discussion above concerns.
Net at Work
Back to the comparisonNet at Work website, captured October 2026.
- Potential fit
- A private equity-backed company, or an ERP customer, that wants CIO leadership for due diligence or integration after a deal

- construction, manufacturing, professional services, wholesale distribution and healthcare
- Evidence
- UniWell Laboratories case (opens in a new tab)
UniWell Laboratories, a Texas contract manufacturer of nutritional supplements, brought in Net at Work to re-implement its Sage X3 ERP system and hired it as fractional CIO. CFO Bryan Polozola is quoted saying the fractional CIO is "definitely delivering a return on our investment"; the case describes an assessment of operations, supply chain and reporting improvements, and monthly advice. It shows CIO leadership bundled with the firm's own ERP work.
Net at Work says its CIOs draw on the firm's 300+ technology experts and alliance partners. Its private equity page (opens in a new tab) sets out a technology due diligence process in four stages of one, two, three and two weeks, followed by post-acquisition work that includes interim or fractional CIO leadership, an IT roadmap and exit planning. It says it delivers roadmaps and "measurable progress within 90 days".
Net at Work's other services include ERP systems such as Acumatica, NetSuite and Sage, CRM and managed IT. Ask for a CIO reference with a similar scope, including how the leadership role relates to any implementation work you would buy.

The firm also places interim and fractional executives (opens in a new tab), with the CIO among the roles it lists, and runs CIO searches. It publishes no fractional CIO case or fee on the pages read; its figures, such as 2,000+ candidate placements worldwide, are firm-wide recruiting figures.

What does a fractional CIO cost?
No provider in this guide publishes a fee, day rate or monthly retainer on the pages read in October 2026. Three give a reference point instead:
- Freeman Clarke says a fractional CIO "typically costs 20-40% of a full-time CIO salary", depending on the days needed each month.
- Fluent Consultants describes its service as an alternative to a full-time executive salary of "$200k–$300k+".
- TechCXO says its fractional executives are "up to 75%" more cost-effective than full-time hires, a figure for all the roles it fills.
For an outside benchmark on salary, the US Bureau of Labor Statistics groups CIOs with IT directors and other computer and information systems managers. The median annual wage for that group (opens in a new tab) was $175,140 in May 2025, and the top 10% earned more than $297,510. The figure covers the whole group, not CIOs alone, and salary is only part of the cost of a full-time hire, which adds benefits, bonus and recruiting.
Compare proposals on the scope, availability and billing model they offer. Some providers set days or hours a month; FireOak describes an advisory relationship without a fixed hour count. Either way, check the project work billed separately, the notice period, and who owns the roadmap and vendor contracts when the engagement ends.
Questions for the first call
- Who will be our CIO, and can we meet them before we sign?
- How many other companies will they work with at the same time?
- Who covers urgent decisions between scheduled days, and what response time will we agree?
- Can you share a case or reference from a CIO engagement like ours, in our industry or at our size?
- What availability and scope does the fee cover, is there a day or hour allowance, and what project work is billed separately?
- Do you sell software, hardware or managed services, and how is the CIO's advice kept separate from those sales?
- What will you deliver in the first 90 days?
- How will you report progress, risks and decisions to our leadership team?
- Is there a minimum term, and how much notice ends the engagement?
- How do you hand over to a full-time CIO or IT director when we are ready?
Write the brief before the first call
A one-page brief gives every provider the same job to price, and it gives you a date to judge the arrangement by. I'd treat the first 90 days as a test, measured against the line you write in the brief. Fluent, for one, says the cadence is heavier during a diagnostic phase, so judge the load once the first assessment is done: if the steady work still needs a leader in the business every day, start the search for a full-time CIO.
A one-page fractional CIO brief
Fill it in before you speak to a provider
- Today's problem
- the IT issues that need a senior owner now
- Coming decisions
- systems, vendors, security or deals expected in the next year
- What exists today
- IT staff, outside providers, annual IT spend and the main systems
- Fractional, interim or full time
- and when you expect to decide on a permanent hire
- Authority
- budget, vendor and hiring decisions the CIO can make without asking
- Time and budget
- days a month and the monthly amount you can commit
- The first 90 days
- what must be true at the end, in one or two sentences
- Review date
- when you will decide to continue, change the scope or hire full time
If the answers point to a permanent hire, the CIO and IT executive search guide compares firms for that search.

How this list was made
The guide starts from the firms it covered before. Each firm's service, client or case, and FAQ pages were read on October 6, 2026, and a firm is listed where those pages name a fractional, interim or virtual CIO service. One was dropped. Client names, figures and terms are the firms' own published claims.
