Recruiters vs Staffing Agencies: Which Fits the Hire?

By

Published Updated 14 min read

When a role opens, you can fill it yourself or bring in an outside firm. The outside options sound alike, but they solve different problems. A recruiter helps you find someone who joins your payroll. A staffing agency puts a worker in your team while the agency stays their employer, which suits a project, a busy season or a trial before you hire.

This guide explains how the two models differ, where an employer of record fits, how each is paid and what to settle before you sign. It then compares twelve firms that offer one or more of these models, with the evidence each publishes.

DisclosureJake Jorgovan co-founded Alpha Apex Group, one of the twelve firms in this list.

The difference: who employs the person

The clearest test is whose payroll the person ends up on.

A recruiter (a recruiting agency or, for senior roles, an executive search firm) finds and screens candidates, and you hire the one you choose as your own employee. Korn Ferry's executive search page (opens in a new tab) draws a further line inside recruiting: general recruitment attracts active applicants, "most often" for entry and mid-level roles, while executive search approaches people who are not looking.

A staffing agency (also called a staffing company or staffing firm) employs the worker and assigns them to you. Michael Page describes a temporary worker as an employee "who works for us on-site at our client company", paid hourly or daily through its own payroll. Staffing Partners, a Milwaukee agency, says that while a worker is on assignment before hire, the client passes unemployment insurance, workers' compensation insurance and payroll taxes to the agency. Many staffing firms also recruit permanent hires, and the American Staffing Association (opens in a new tab) lists temporary and contract staffing and recruiting and permanent placement among the industry's main services. Nearly 2.2 million temporary and contract employees worked for US staffing companies in an average week in 2024, according to the association.

In an employer of record (EOR) engagement, you identify the person and the provider becomes their legal employer, handling the contract, payroll and benefits. Companies use it to hire in a country where they have no legal entity, or to keep contractors on a compliant payroll.

Which one fits your hire

Use a recruiter when you want the person on your own payroll, whether a leader, a specialist or another permanent employee. For senior roles, a search firm's research and approach to people who are not job hunting is what you are paying for.

Use a staffing agency when the work is real but the headcount should flex: a launch, a seasonal peak, cover for leave, or a role you want to try before committing. Temp-to-hire arrangements exist for that last case. Aquent's contract-to-hire service (opens in a new tab) offered a 90-day evaluation period before a permanent hiring decision in October 2026, and Robert Half offers contract professionals "with the option to convert them to full-time hires".

Use an employer of record when you have already chosen the person and the problem is employing them: in a country where you have no entity, or as a contractor you want on a compliant payroll.

The decision is often about the shape of the team as much as the single role. In my own business, after having to make layoffs, we built a structure with a full-time core and an hourly flex layer, designed so that a fall in revenue meant less hourly work instead of more layoffs. I talked about that structure on a productize.co podcast episode in May 2025 (opens in a new tab). A staffing agency is one option for building a flex layer when you want the agency to recruit and employ the workers. I'd ask the same question before calling any firm: which work is steady enough for a permanent hire, and which rises and falls? Recruit for the first. For the second, choose between your own hourly staff and an agency.

Twelve firms compared by model

Each firm below shows on its own pages a recruiting, staffing or employer of record service for employers, and at least one named or described client, placement or case. The list is not a ranking and does not cover the market. Firms are grouped by their main model, A to Z within each group, and the table shows the other models each one offers.

Executive and management hires, with staffing available for project and project-to-permanent roles
Evidence
its staffing and contingent workforce page (opens in a new tab)

Alpha Apex Group reports 2,000+ candidate placements worldwide, a firm-wide figure. Its pages read in October 2026 give a 43-day average time to fill full-time hires, without saying whether that ends at an accepted offer or a start date. They also promise new candidates in the hiring manager's inbox within 72 hours, without stating the starting point or which searches it covers. Its pages show client logos, among them Meta, Siemens and Zendesk, without saying which service each used.

The executive search and recruiting page describes searches for executive and management talent, with permanent or interim assignments. The staffing page covers contingent recruitment for project, seasonal and project-to-permanent roles, with onboarding support. The firm also offers recruitment process outsourcing.

Korn Ferry's client story The Little Airline That Could (opens in a new tab), dated May 2023, says it worked with Avelo Airlines' CEO and head of people to identify and attract the airline's leadership team. It then recruited the front-line workforce through its recruitment process outsourcing service. Its about page (opens in a new tab) says three in every four of Fortune's best companies to work for are its clients, a claim that covers all its services.

The executive search page describes how a retained search typically runs, in ten steps, from discovery and a written success profile through a candidate slate, client interviews and reference checks to the offer. It says its consultants have recruited in 130 countries and that searches include salary benchmarking. Korn Ferry also sells assessment, succession and organizational consulting.

Evidence
its permanent recruitment page (opens in a new tab)

Aquent reports more than 400 of its temporary talent placed in 15 Google divisions. Its permanent recruitment page says it sourced and placed 133 candidates in specialized product design and research roles for Walmart, and placed 11 permanent hires at Revlon in 12 months.

The firm offers temporary staffing (opens in a new tab), where the talent are Aquent's employees, contract-to-hire with a 90-day evaluation period, permanent recruitment and an employer of record service (opens in a new tab) for people a client has already identified. That page says Aquent has been Eventbrite's employer of record since 2018 and has payrolled at least 100 people for it. Its temporary and contract-to-hire pages offered a refund plus an extra 10% if the client was not fully satisfied with the talent, on pages read in October 2026.

What these partners charge

None of the twelve firms publishes a placement fee percentage or a staffing markup on the pages read on October 6, 2026. What they do publish is the structure:

  • Recruiting and search. The fee is tied to the hire or paid as a retainer. Staffing Partners calls its direct-hire charge a "finding fee", and Korn Ferry's executive search page describes a typical search as starting once the client and firm "outline the terms of your retainer". The site's guide to executive search fees explains retained and contingency structures.
  • Staffing. You pay for the worker's time while the agency employs them. Ask how the bill rate splits between the worker's pay and the agency's charge, and what it costs to hire the worker yourself. Aquent's guarantee is one of the few published terms: a refund plus an extra 10% if you are not fully satisfied with its temporary or contract-to-hire talent.
  • Employer of record. Oyster publishes a monthly fee per employee. Confirm the billing structure with the provider you choose.

Compare quotes on the same points: what the fee is based on, when each payment is due, what happens if the person leaves early, and what you owe if you take a temporary worker onto your own payroll.

How to choose a recruiting or staffing partner

  1. Write down what the hire must deliver

Name the role, the reporting line, how long you need the person and what success looks like at 90 days. A permanent leader and three months of extra capacity are different briefs, and they may need different firms.

  2. Shortlist firms that fill roles like yours

Look for evidence in your function, level and setting: named clients, described cases and testimonials. A firm's figures for its whole business do not show how it handles your kind of role, so ask for references from similar placements.

  3. Ask how they source and screen

Ask where candidates come from, who interviews them and what checks are run before you see anyone. For a staffing assignment, ask who manages the worker's performance once they start.

  4. Agree the terms in writing

Settle the fee basis, payment trigger, replacement or refund terms, any conversion fee and who carries employment taxes, insurance and compliance. Put them in the contract.

  5. Set how you will work together

Agree how often you will get updates, what they will contain and how quickly each side responds to feedback.

  • Will the person be our employee, yours or an employer of record's?
  • What is the fee based on, and when is each payment due?
  • If we hire a temporary worker, what is the conversion fee and does it fall over time?
  • What happens if the person leaves or does not work out in the first months?
  • Who will run our search or assignment day to day, and which similar roles have they filled recently?
  • How quickly can you present candidates, and does that timeline end at a shortlist, an offer or a start date?

How this list was made

Each firm's own service, client, case and pricing pages were read on October 6 and 7, 2026. A firm is listed where those pages show a recruiting, staffing or employer of record service for employers and at least one named or described client, placement or case. Firms are grouped by their main model. Figures and named clients are as each firm publishes them.
