HRIS implementation consultants: 17 firms compared

Implementing a human resource information system (HRIS) means setting up the software around your HR processes, moving employee data and connecting it to the systems your team depends on. Your HR, payroll and IT teams need to do that work alongside their daily responsibilities. An implementation consultant can provide technical expertise, manage part of the project or help your team oversee the delivery.
This guide compares 17 firms by the work they take on and the platforms they support, including ADP, BambooHR, UKG, Workday and Oracle HCM. It also explains the published cost examples and the responsibilities to settle before choosing a consultant.
Compare HRIS implementation consultants
If you have chosen the software, narrow the list by platform and the work you need delivered. If the choice is still open, start with requirements and selection support. A client-side consultant works on the employer's behalf alongside the software vendor or implementation partner; a staffing engagement adds specialists under an agreed project lead. The groups are starting points, with overlap between firms.

Back to the comparisonHRchitect website, captured October 2026.
- Potential fit
- An HR team that wants help selecting a system and a route into implementation.
HRchitect offers system evaluation and selection as well as implementation. Its implementation practice includes project oversight and functional and technical consultants, with platform services for Dayforce, iCIMS, Paylocity, UKG and WorkForce Software.
Its selection service covers requirements definition and vendor bidding. HRchitect also describes partnerships with HCM and workforce-management vendors, so a selection brief should specify the platforms to evaluate, including any outside those relationships.
- Ask first
- Who will lead the selection, who would deliver the implementation, and do you receive any payment from the software vendors you evaluate?

OutSail
Back to the comparisonOutSail website, captured October 2026.
- Potential fit
- An HR leader who needs help comparing software and organizing the transition into implementation.
- Published pricing
- As of September 2026, Select is free for most HR technology selection projects; Elevate starts at $30,000; Guide starts at $7,500.
OutSail helps buyers define requirements, compare vendors and estimate pricing. It says the winning software vendor pays it after the buyer selects a platform. Its free Select service and paid Elevate advisory service concern software selection; Guide covers implementation readiness and oversight.
Guide's published scope includes data and integration readiness, governance, vendor handoff, milestone management and escalation. For hands-on implementation, OutSail says it matches clients with consultants experienced in the chosen platform.

4 of 17 firmsHUB International
Back to the comparison- Potential fit
- An internal HR team that needs implementation project management and coordination with benefits technology specialists.
HUB provides HRIS implementation project management and roadmap-building from a current-state assessment through go-live, working as an extension of the client's internal team. Its selection service uses stakeholder interviews and a current-state review to build a future-state roadmap.
It also offers a post-launch optimization review of configuration, data flow and dependencies, and brings its HRIS expertise together with benefits and workforce technology specialists. Specify which of those services your project needs and any hands-on configuration you want HUB to deliver.

- Potential fit
- An ADP customer that needs help carrying out the employer's implementation responsibilities.
Ignite's implementation service explicitly includes acting as the client-side project manager and participating in status calls with ADP. Before kickoff, it describes working separately with the client and ADP implementation team to agree on modules, go-live expectations and the items needed to begin.
Its handover includes assigning ownership of remaining deliverables and system maintenance. Its pre-kickoff coordination gives the employer a point at which to resolve gaps between ADP's scope and the internal team's capacity.
- Ask first
- Can you map your scope against ADP's implementation plan and identify every task that remains with us?

JPK describes working alongside your HRIS provider from the statement of work through go-live. Its process covers pre-implementation planning, project management, configuration guidance, testing and training, including participation in provider calls and training sessions.
For ongoing help, its separate managed HRIS analyst service works to a mutually agreed statement of work. Tasks can include custom reporting, troubleshooting, system support and training. As published in September 2026, that service offers agreements of 3, 6 or 12 months and a 1-month trial plan. These terms apply to the managed service, not to an implementation.
Vantage Solutions

Vantage offers distinct service options. Full implementation management runs from selection through go-live and includes vendor coordination, configuration oversight, data migration, testing and training. Its advisory option reviews vendor deliverables and implementation decisions when another team already manages the project.
Post-implementation optimization is a separate option.

The page names ADP, Paychex, Paylocity, Namely and Ultimate among platforms its payroll professionals have worked with. Because that list uses the older Ultimate name, confirm experience with the exact UKG product if that is your platform. Its mix of migration, payroll integration, administrator training and documentation is relevant when your own team will run the system after the transition.
ROCKCREST
Back to the comparisonROCKCREST website, captured October 2026.
- Potential fit
- An HR leader who needs additional implementation expertise on an hourly basis.
- Published pricing
- Indicative hourly ranges as of September 2026: junior $60–90; mid-level $90–120; senior $120–140; subject-matter experts and project managers $140–175.
ROCKCREST describes implementation work covering requirements, configuration, migration, integrations and testing. In its Capital Health Plan account, an ADP Workforce Now consultant joined after the client's HR lead left mid-project, guided core setup and implemented recruiting and onboarding. Its Green Bay Packaging account describes staff augmentation during a move to UKG Pro and Dimensions, including data cleansing and process documentation alongside the implementation partner.
The cases show why an hourly consultant's assignment needs a defined place in the project. Its rates are indicative, with final pricing dependent on the engagement.

Its scope covers configuration, data conversion, integrations, user acceptance testing, go-live readiness and knowledge transfer. It also describes delivering later-phase module implementations end to end.
As of September 2026, Surety identifies itself as a Workday Advisory Partner and reports 200+ projects across Workday, with a team based entirely in the US and Canada. That project count covers its Workday practice. It says it does not sell licenses and also offers post-launch stabilization, including resolving issues and adjusting configurations.

How to choose a partner for your HRIS project
I would start by writing down what your team must be able to do when the project ends: run payroll, maintain integrations, make configuration changes, or use managed support for some of that work. Choose a partner whose delivery responsibilities and handover match that plan.
Agree on HRIS implementation steps and responsibilities
Use this sequence to compare the work each party owns: scope, configure, migrate and integrate, test, cut over, then stabilize. The stages reflect the delivery work ROCKCREST, Mosaic and Surety describe above.
- Scope: Agree on requirements, modules, countries and dependencies. If software is undecided, use the guide to choosing an HRIS first. Otherwise, bring the vendor's implementation scope to the discussion.
- Configure: Name who makes process decisions and who builds each module. Include HR, payroll, IT and finance where their work is affected.
- Migrate and integrate: Assign data cleanup, field mapping, test migrations and reconciliation back to the source. Include access controls and a fallback plan. For a connected finance rollout, coordinate with the ERP implementation team.
- Test: Allocate user acceptance scenarios, payroll parallel checks, integration tests and defect resolution to named people.
- Cut over: Agree on the evidence needed to switch systems, the internal approver and the response if a critical check fails.
- Stabilize: Assign early support, outstanding fixes, role-based training and documentation, then confirm the ongoing service and internal system owner.
The proposal should attach dates to these deliverables and state dependencies, including the time required from your team. Staffing, client-side oversight and full implementation each need their own scope; none implies that every phase is included.
Assess the people who will do the work
Ask to meet the proposed project lead and the consultants responsible for your most consequential modules. Request relevant credentials and references for comparable implementations, including the product, countries, integrations and type of workforce involved. Ask those references what the client team had to do and how the firm handled a missed requirement or delayed milestone.
Check the assigned team's availability and responsibilities alongside those references. A firm's project total does not identify who will be available for your implementation.
Make testing and handover part of acceptance
For a payroll implementation, ask for tests that reconcile migrated balances and compare expected payroll results with the new system's output. Define who investigates differences, who approves fixes and what must be true before the first live payroll. Include the people who will use and administer the system in testing, with scenarios drawn from their actual work.
Require administrator training and usable process documentation in the scope. For ongoing support, agree on availability, escalation, ownership of integrations and how future changes will be tested. Have an internal owner review the handover and demonstrate the tasks retained in-house. For Workday buyers, the renewal-cost guide covers the separate decision about ongoing software spend.
How much does HRIS implementation consulting cost?
Published examples include ROCKCREST's indicative hourly consulting rates of $60–$175 by seniority, OutSail Guide from $7,500 for implementation readiness and oversight, and OutSail Elevate from $30,000 for selection advisory. These are different services, not a full-project cost range.
| Provider and service | Published price | What it covers |
|---|---|---|
| ROCKCREST junior consultants | $60–$90 per hour, indicative | Consultant time; final pricing depends on the engagement |
| ROCKCREST mid-level consultants | $90–$120 per hour, indicative | Consultant time at the stated seniority |
| ROCKCREST senior consultants | $120–$140 per hour, indicative | Consultant time at the stated seniority |
| ROCKCREST subject-matter experts and project managers | $140–$175 per hour, indicative | Specialist or project-management time |
| OutSail Select | Free for most HR technology selection projects | Core software-selection support; vendor-funded model |
| OutSail Elevate | Starts at $30,000 | Deeper selection advisory, planning and implementation preparation |
| OutSail Guide | Starts at $7,500 | Implementation readiness and oversight, including governance and vendor accountability |
ROCKCREST also lists discounts based on the length of an engagement and the size of a multi-consultant team, without stated percentages. Charities and nonprofits are eligible for a 5% discount. Confirm how any discount applies to the proposed assignment.
Request proposals against the same requirements. Ask for a breakdown of configuration, migration, integrations, testing, training, travel where relevant, and support after launch. Include the internal staff time expected from HR, payroll, IT and finance. For hourly work, request estimated hours by role and a process for approving additional work; for a fixed fee, establish the assumptions and what triggers a change request.
Ask each firm how it is paid beyond your fee. On this list, OutSail says the winning software vendor pays it, and HR Path is an authorized Workday reseller. Ask about vendor referral payments, license resale and any third party paying for your service, and keep those arrangements separate from delivery responsibilities. Ask the adviser to explain why its recommendation fits your requirements and which alternatives it considered.
Bring this brief to the first call
- Platform and scope: Which product, modules, countries, legal entities and integrations are included?
- Delivery team: Who will do the work, and when are they available?
- Responsibilities: What belongs to the consultant, software vendor and internal team?
- Data: What history must move, what will be archived, who can access the data, and who validates the result?
- Acceptance: What evidence must be approved before go-live, and who approves it?
- Schedule: What launch date and milestones do you propose, and which dependencies and internal staff commitments does that schedule assume?
- Commercial terms: What is included, what changes the fee, and does any vendor fund part of the service?
- Handover: What training, documentation and support will remain after the project ends?
The strongest proposal should let you explain the project to your own team: who is doing what, what completion means and how you will know the system is ready. I would settle those points before committing to a launch date.
