Project manager recruiters: 11 firms for delivery and PMO hires

By , co-founder of Alpha Apex Group, one of the eleven firms below

Published Updated 13 min read

Hiring a project manager means choosing someone to keep important work moving across teams, budgets and deadlines. The recruiter needs to understand what that person will own, whether it is a software rollout, a construction project or a project management office responsible for several programs.

This guide compares 11 firms that recruit project managers and related delivery leaders. It explains their relevant services, the hiring models they offer and what to establish before giving one the search.

Compare project manager recruiters

Start with the kind of work you need managed, then compare firms that can support the level and employment arrangement you need. The groups indicate a primary fit; several firms also recruit across the other categories.

Project manager recruitment services described on the firms' own pages, checked September 27, 2026. Hiring models refer to the service shown; confirm availability for your location and role.

Potential fit
A project management or PMO hire where business analysis and delivery systems also matter.
Roles
IT and senior project managers, program managers, PMO leadership, project coordinators and business systems analysts
Model
Consulting, contract-to-hire and direct hire

Sixteen industries appear on PMO Partners' IT project manager recruitment page, including financial services, healthcare, higher education and construction. Its recruiting specialties span project management and business analysis, including customer-facing and professional services PMs. That breadth makes sector-specific placement examples worth requesting. PMO Partners is a member of the Sanford Rose Associates network of independently owned and operated recruiting offices.

Its services page (opens in a new tab) also describes PMO setup, assessment and restructuring support. Consulting can include part-time assignments, while contract-to-hire is offered for employers assessing fit or waiting for a permanent position to open.

Roles
PMO leaders, program managers, project managers, scrum masters, business analysts and project coordinators
Model
Contract, temp-to-hire, fractional and direct placement

The PMO Squad publishes an undated testimonial from Melissa M. at Consumer Cellular (opens in a new tab) describing four contract-to-hire PMs who converted to full-time roles. For a buyer considering contract-to-hire, that is a relevant reference to request.

The firm describes project and PMO delivery as its sole focus, with both staffing and process consulting. Its staffing page, captured in September 2026, promises a refund if a client is dissatisfied with the resources or support at the first-month check-in. It does not spell out the conditions. Confirm the covered charges, engagement types and claim procedure.

Full-time, freelance and contract recruitment

Ari Agency reports that 95% of all its placements stay beyond their first year. The figure covers placements across the firm's full range of roles; the page supplies no measurement period or sample size. Its PM service ranges from project coordination to project director and head of operations.

Its A-Way approach page, captured in September 2026, starts with an assessment of the hiring manager, stakeholders and surrounding team, then recommends changes to the job description. It also includes weekly search updates, reference checks and compensation negotiations.

IT delivery searches where enterprise scale, technical context or seniority needs careful definition.
Roles
IT project managers
Model
Permanent, interim and contract roles

Korn Ferry's IT project manager service names mid-tier through Fortune 500 companies as its market and draws on a global candidate network for permanent, interim and contract roles. Its candidates, the firm says, include industry specialists with certifications across IT disciplines, including security.

Its technology recruiting practice (opens in a new tab) uses Success Profiles to define the skills, competencies and behaviors a role requires. The PM service distinguishes enterprise-wide projects from business-unit assignments; explain which decisions and systems the new hire would own.

Potential fit
Project or PMO searches in services, retail, hospitality and real estate.
Roles
Project managers, PMO roles and special project managers
Model
Retained, hybrid retained and contingent recruiting

Clarke Caniff's homepage (opens in a new tab) lists a PMO search for Fortune 100 retail, focused on real estate and stores, at $200k–$250k. That is an undated listing for one open search, not a completed placement or a benchmark for PMO pay.

Its PM search process uses in-house competitor research, candidate outreach and an assessment alongside each resume. The hybrid retained agreement (opens in a new tab), described in September 2026, calls for a small initial retainer with the balance due on placement. Establish what the retainer funds and what happens if the brief changes.

Contract and permanent recruitment

Progressive's contract recruitment FAQ (opens in a new tab), captured in September 2026, says it can share profiles within a couple of days from your brief. It gives a broader range of a couple of days to three weeks from brief to offer acceptance, depending on role volume and complexity.

Its US PM practice names utilities, energy and manufacturing sectors directly. The employment services (opens in a new tab) also include permanent recruitment and executive search for technology and engineering leadership. A senior project or program management hire, including an interim or project-based assignment.
Roles
Project managers, program managers, program directors and project delivery managers
Model
Full-time, interim and project-based consulting

Three to five qualified PM candidates within three to four weeks is the shortlist timeline on M&A Executive Search's PM page, drawn from a network it puts at 10,000+ professionals. That September 2026 claim ends at a shortlist; confirm when the clock starts for your brief.

The page offers interim PM assignments of three to twelve months, alongside full-time hires and project-based consultants. It also says no placement fee is due until a successful hire, while the firm's homepage (opens in a new tab) offers retained executive search.

CulverCareers reports firm-wide averages (opens in a new tab) of 15 business days to first referrals and four referrals per successful placement. Both figures cover the firm's broader recruiting activity; the page supplies no measurement period. Its positioning centers on sales and marketing, while its PM page describes screening for communication, scheduling, project software, adaptability and responsibility for outcomes.

The candidate FAQ (opens in a new tab) describes employer-paid contingency fees due on placement and based on first-year salary. Confirm the rate and compensation included in the calculation for your PM search.

Executive search; project and project-to-permanent staffing

Alpha Apex Group's project manager page says it aligns searches with the client's project goals and preferred methodologies. It describes assessing leadership, problem-solving and adaptability alongside experience. That gives you a basis for asking how the search will test the decisions a candidate must make in your environment.

Its staffing service (opens in a new tab) covers project needs and project-to-permanent roles. If the role may change after a program ends, discuss both the initial assignment and the longer-term position before choosing an engagement model.

Which PM searches have you completed at our level, and how would the assessment differ for a delivery manager and a PMO leader?

Decide what the hire should own

I'd write down the work before choosing the recruiter. A project manager responsible for a defined delivery needs a different brief from a PMO leader who will set standards, prioritize a portfolio and manage other project managers.

At Content Allies, the B2B podcast company I founded, we were trying to project-manage a business that needed to be process driven. I eventually moved that recurring work out of a full-time project manager role and into documented processes run in Process Street. An interview with Vinay Patankar of Process Street helped me separate work with a known end point from work with real unknowns, as I wrote in April 2021.

For this hire, I'd separate the decisions that need an experienced project leader from recurring coordination that can be documented. That gives the recruiter a clearer role to fill and the new hire a more workable starting point.

Use the following brief to compare proposals. If the role includes redesigning the whole company's operations, also consider whether the search belongs with a COO recruiter.

Project manager hiring brief

Give each shortlisted recruiter the same starting information

Business outcome
What must the project or program achieve, and what would failure cost?
Scope
The projects, budget, locations, systems and teams this person will manage.
Authority
Decisions they can make, resources they control and the executive sponsor who resolves escalations.
Required experience
Comparable delivery challenges, sector knowledge and technical or regulatory context.
Existing structure
Plans, tools, processes and reporting already in place; what the hire must create or improve.
Employment arrangement
Permanent, contract, interim or contract-to-hire; expected duration and working location.
Success measures
What you expect to see at the first agreed review, with a date for that review.

When should you use retained executive search?

I'd consider retained executive search for a PMO head or program director who must shape priorities, build a team or change how the organization delivers projects. Before agreeing to a retainer, ask for a named search lead, a target-company research plan and an assessment approach tied to those responsibilities.

For an established project manager role with a clear brief, compare a contingency recruiter's candidate access and screening with the executive-search proposal. For a defined period of cover or a project with a known end date, consider contract or interim staffing.

The title alone should not decide the model. Choose the proposal that explains how the firm will find and assess the person you need, then agree the work, charges and exclusivity in writing.

Compare fees, timing and candidate assessment

Ask each firm to price the same brief. A placement fee and an hourly contractor rate cover different arrangements, so compare the total expected cost over the period you need support. For contract-to-hire, include any conversion fee and the point at which it changes or disappears.

Published payment terms differ. CulverCareers' candidate FAQ describes employer-paid contingency based on first-year salary; Clarke Caniff's hybrid agreement takes a small retainer with the balance due on placement; M&A's PM page says no placement fee is due until a hire, while its homepage also offers retained search. Get a price for your assignment. The agreement should distinguish the search fee from charges for an interim professional's work.

Separate the milestones in a recruiter's proposal: first candidates, completed interviews, accepted offer and start date. CulverCareers' undated firm-wide 15-business-day average measures first referrals; M&A's quoted PM timeline concerns a candidate shortlist; Progressive's published contract range ends at offer acceptance. None answers when your chosen person can start.

  • Price and payment: What fee or rate applies, what compensation is it based on, and when is each payment due?
  • Additional charges: What expenses, contractor charges or conversion fees sit outside that price?
  • Exclusivity and access: Is the assignment exclusive, and which target employers are off limits to your search team?
  • Delivery team: Who will run the search and assess candidates, and how will progress be reported?
  • Relevant experience: Can you show recent comparable placements and arrange a relevant client reference?
  • Remedies and exit: What happens if the hire leaves, the assignment changes or the search is stopped? Put replacement, refund and cancellation conditions in the agreement.

For assessment, ask candidates to walk through a comparable project whose scope or resources changed. Explore what they escalated, what they decided themselves and how they kept the sponsor informed. Ask the recruiter how it will verify those examples with references. A list of tools and certifications is only part of that conversation.

Should PMP certification be required?

Use it when it matters to the assignment or your customer's requirements. PMI's PMP eligibility criteria (opens in a new tab) combine project experience and training, with the experience requirement varying by education. The credential can inform screening; your interviews still need to establish whether the candidate has handled comparable work and exercised sound judgment.

Which recruiters can help with PMO leadership?

PMO Partners and The PMO Squad explicitly list PMO leadership, Ari Agency lists director of PMO, and Clarke Caniff includes PMO roles in its project management service. Ask each to distinguish searches for a leader who designs and runs a PMO from searches for managers who deliver projects within one.

If the vacancy is in product strategy and ownership, use the separate guide to product manager recruiters to frame that search.
