PR and Communications Recruiters: 12 Firms Compared

By

Published Updated 11 min read

Hiring for PR means choosing who will speak for the business: a head of communications who advises the CEO in a crisis, account leaders who keep agency clients, or a media relations specialist who knows the reporters on your beat. A recruiter who works in the field can widen the search and help you judge candidates, and it should be able to show you roles like yours that it has filled.

This guide compares twelve PR and communications recruiters. It groups them by the hire they suit, shows the evidence each publishes and lists what to settle before you sign.

DisclosureJake Jorgovan co-founded Alpha Apex Group, one of the twelve firms in this list.

Compare PR recruiters by the hire you need

Each firm's own pages show a recruiting service for PR or communications roles: a specialist firm, a named practice or a page dedicated to PR hiring. This is a shortlist without a ranking, and it does not cover the whole market. Other global search firms also run communications searches, among them Russell Reynolds Associates and Heidrick & Struggles.

No firm publishes a fee percentage on the pages read on October 6, 2026. The last column shows the search model or fee basis where a firm names one. The executive search fee guide explains the usual structures.

Potential fit
An agency or in-house team that wants a communications specialist for leadership or account roles
Where it works
offices listed in New York, London, Melbourne, Chicago and Los Angeles

Capstone publishes testimonials from named communications agency leaders. Alex Slater, founder of Clyde Group, says Capstone made the hiring of the agency's first senior vice president "an extremely collaborative process". Mimi Carter of Proof Strategies describes receiving a slate of candidates, and PAN Communications mentions VP-level and senior account executive searches.

Its services page (opens in a new tab) offers retained and contingency search, describing contingency as "no placement - no fee". The roles it lists run from publicist and account manager to head of communications, corporate affairs director, managing director and president. It also offers advisory and introduction services to buyers and sellers in mergers and acquisitions.

Potential fit
A senior communications appointment in the UK, Europe, the Middle East or the US
Where it works
consultants in the UK, Europe, UAE, Saudi Arabia and the USA (its PR page)
Evidence
a head of communications case study (opens in a new tab)

Hanson's case studies include a head of communications search for a global private equity firm investing in mining and natural resources. It ran the assignment as a retained search, mapped the market, presented a shortlist and handled the offer negotiations; the candidate accepted the role. The client is unnamed, and Hanson posted the case in May 2026 without stating when the placement was made. Its case-study index (opens in a new tab) lists other communications and public affairs assignments.

The PR and communications page says Hanson has recruited in this field since 2002 and has "partnered with" brands and agencies such as Bacardi, Teneo and Cohn & Wolfe. It recruits for agencies, in-house teams, charities and public sector organizations, from PR managers to chief communications officers and board-level executives. Its site also lists interim and freelance recruitment.

Potential fit
Agency and in-house PR staff, with a choice of contingency or retained terms
Published pricing
contingency fee as a percentage of the candidate's salary, paid on hire; percentage not stated

Kara Armit, human resources manager at SHIFT Communications, says SHIFT relies on Paradigm "from junior staff to senior management" in each market where it operates. Paradigm's homepage also carries testimonials from the founder of Brew Media Relations and an executive vice president at CTIA. The open jobs on its homepage are mostly PR roles, from account executive to vice president.

Paradigm describes its fee models in more detail than the other firms here. Its employer page (opens in a new tab) describes three: contingency, where you pay "a percentage of the candidate's salary" once you hire; an engagement model with an initial commitment and a completion fee on a successful hire; and a retainer that spreads the fee across stages of the search. A partner or account manager stays your contact from the brief to the final offer.

Ask first
which of the three models suits your role, and what percentage applies?

Potential fit
A chief communications officer, head of PR or corporate affairs leader
Evidence
client accounts of leadership searches (opens in a new tab)

On Phifer's client success page, a public company's board chair describes a chief communications officer search in which every candidate on the slate was "board-ready". Another account, from the founder of an AI company, says Phifer placed a head of global communications, a VP of product marketing and a director of executive communications. Both are anonymous and undated.

Phifer runs executive search for marketing, communications, brand and corporate affairs leaders. Its PR and reputation page (opens in a new tab) covers heads of PR, media relations, reputation management and crisis communications. The homepage reports 1.2K+ executive and leadership placements across the firm, a figure that includes its marketing searches.

Potential fit
A UK-based PR or communications hire, permanent or freelance

On PR Futures' homepage, LoveHolidays' head of talent describes filling a newly created head of PR and communications role: a shortlist of strong matches within a week, three finalists and a successful appointment. Illumina's EMEA talent acquisition business partner says the firm sourced an EMEA communications manager, and Domino's Pizza Group's head of communications recommends it.

The London boutique says it has networked exclusively in PR, communications, marketing and digital marketing since 2006. It handles permanent hires, senior appointments and freelance teams.

Evidence
case histories with named clients (opens in a new tab)
Where it works
managing directors for San Francisco and the West Coast, New York and the Northeast, Southern California and the Southwest, and Washington, DC and the Southeast (its about page)

PR Talent's case histories say it made four hires for Weber Shandwick's West Coast healthcare team in less than six weeks, at levels up to senior director. Other cases describe finding the first head of PR for Turner's online studio Super Deluxe and a global PR manager for Blizzard Entertainment. The case histories page was published in 2018, so ask for recent examples.

Its search process page (opens in a new tab), read in October 2026 and last updated in 2019, sets a target of no more than six weeks from search initiation to hire, conditional on the right client partnership. Its plan shows initial candidates around day 14, after which the client's feedback calibrates the search, and an offer on day 44. It says it can alert an opt-in pool of 30,000+ communications professionals about a role and supply freelancers from a pool of 4,000+. The firm was founded in 1998 by Jim Delulio, who previously worked at PR agencies for 17 years.

Alpha Apex Group website, captured October 2026.

Potential fit
PR hiring through a firm that also recruits other executive and marketing roles

Alpha Apex Group's PR page reported firm-wide figures in October 2026: 2,000+ placements worldwide and a 43-day average time to fill full-time hires. It also says new candidates reach the hiring manager's inbox within 72 hours, without saying from which point or for which searches. The page does not identify these figures as PR-specific measures and names no PR client or case.

The page describes tailored recruitment and executive search for PR professionals, including specialist matching for niche PR expertise and leadership searches, and says support continues after placement. Agree the role, search model and fee directly.

Korn Ferry's PR recruiting page says agencies, Fortune 500 companies and mid-tier companies trust it with PR hiring, and that its recruiters reach passive candidates and deliver a curated list. The page names no client or placement.

Potential fit
A chief communications officer or senior corporate affairs search

Spencer Stuart's Chief Communications Officer Practice reports more than 200 searches for senior communications leadership roles over a three-year period, for clients from startups to multinationals. The practice page says nearly two-thirds of its business comes from repeat clients. The page names no client or search.

The practice covers crisis communications, reputation and brand management, media relations and PR, internal communications, government affairs and investor relations. Its consultants include former executives with corporate leadership and journalism experience.

Potential fit
A retained search for a senior communications leader, with a senior team member or partner involved throughout
Evidence
its corporate communications page (opens in a new tab)

The titles Torch lists as placed on its corporate communications page include chief communications officers, VPs of communications and media relations, directors of internal and external communications, and directors of government relations. The list names no clients or dates, and its recent placements page shows no communications search among the entries read.

Torch describes itself as a retained executive search firm. A senior team member or partner stays involved from the first call to the candidate's start date, and its process uses competency-based video interviews.

Potential fit
Permanent or temporary PR staff in New York, New Jersey, Pennsylvania or Connecticut

Noor's PR staffing page names roles from PR coordinators and specialists to PR directors, vice presidents of PR and chief communications officers. It says it places candidates in permanent and temporary positions in New York, New Jersey, Pennsylvania and Connecticut.

The page names no PR client, case or testimonial, and the wider Noor staffing group recruits across many fields, so ask for references from PR placements.

Potential fit
Direct-hire PR and communications staff across US markets

Scion's published figures and recognition are firm-wide. Its homepage (opens in a new tab) reports 98%+ one-year retention for executive search, without a method, and the firm lists a ClearlyRated Best of Staffing 2026 award for client satisfaction. Neither is specific to PR roles, so ask for references from communications placements.

Scion recruits direct hires for PR and communications roles, from PR assistants and coordinators to directors of communications and PR, press secretaries and crisis communications managers. The firm as a whole also provides temporary staffing and executive search across many functions.

Do you need a full-time hire or flexible PR capacity?

PR work is uneven. A product launch, an acquisition announcement or a crisis can bring weeks of extra work, while media relations and internal communications continue all year.

In my own business, two rounds of layoffs led us to build a structure with a full-time core and an hourly flex layer, designed to absorb a fall in revenue by reducing hourly work instead of laying people off. I described it on the productize.co podcast in May 2025 (opens in a new tab).

I'd take the same approach before briefing a recruiter. Hire full-time for the steady core of the function, and decide in advance how the peaks will be covered. PR Talent and PR Futures supply freelancers, Hanson lists interim and freelance recruitment, and Noor and Scion offer temporary staffing.

What to settle before you sign

  1. Write down what the role must deliver

Name the reporting line, the audiences the person owns (media, employees, investors, government) and what success looks like in the first year. A head of communications who reports to the CEO is a different search from a PR manager inside marketing. If the job is mainly marketing leadership, compare CMO executive search firms or wider marketing recruiters.

  2. Ask for evidence from searches like yours

Request references from clients who hired at your level and in your setting: agency or in-house, regulated or consumer, one market or several. Testimonials on a firm's site show what it chose to publish; a reference call lets you ask what went wrong.

  3. Agree the terms in writing

Compare proposals on the same points: the fee basis, when each payment is due, what happens if the hire leaves early, and whether a quoted timeline ends at a shortlist, an accepted offer or a start date.

  • Who will run the search day to day, and which communications roles have they filled in the past two years?
  • Is the search retained, contingency or a mix, and which compensation counts toward the fee?
  • When is each payment due, and is any part refundable?
  • What happens if the person leaves in the first months: a replacement search, a credit or nothing?
  • Does your timeline end at a shortlist, an accepted offer or a start date, and which of our decisions can delay it?
  • Can you supply freelance or interim cover while the permanent search runs?

How this list was made

Each firm's own service, client, case and process pages were read on October 6, 2026. A firm is listed where those pages show a PR or communications recruiting service, and grouped by the hire it suits. Figures, client names and terms are the firms' own published claims; fees and guarantees appear only where a firm publishes them.
