RPO Companies: 19 Recruitment Process Outsourcing Providers Compared

By Jake Jorgovan, co-founder of Alpha Apex Group, one of the 19 firms below
Published Updated 19 min read
Outsourcing recruitment hands an outside team part of how your company grows. Its recruiters speak to candidates in your name, run the process your hiring managers use every week and produce the numbers you will judge them by. An RPO provider, also called a recruitment or talent acquisition outsourcing company, can take on all of your permanent hiring, one business unit or country, a hiring project with an end date, or a single stage such as sourcing.
This guide compares 19 recruitment process outsourcing providers. It groups them by the kind of program they suit, shows the proof each one publishes, explains the pricing models that a few providers describe, and lists what to settle before you sign.
Compare RPO providers by program and model
Every provider below is included because its own RPO, case-study and FAQ pages, read on October 6, 2026, show an RPO service for employers. The list is not ranked and leaves out other capable providers. It compares provider brands: AMS and Korn Ferry now share an owner. HRO Today's 2026 RPO Baker's Dozen (opens in a new tab), built from a survey of buyers of the rated services, also lists Allegis Global Solutions and AgileOne among its enterprise leaders, and the entries below note where it rates a firm. The survey page describes a weighted scoring method but publishes no weights, response counts or scores.
No provider publishes an RPO fee amount on the pages read. The pricing section below the profiles explains the published models and cost drivers.

Global providers for enterprise programs
12 of 19 firmsThese providers run multi-country programs and offer several models, from full outsourcing to project or modular support. Most also sell contingent workforce, executive search or consulting services alongside RPO.
- Potential fit
- An enterprise redesigning talent acquisition across the business or for one segment of it
AMS (Alexander Mann Solutions) describes Marsh McLennan as an RPO client since 2018. Its Marsh McLennan case (opens in a new tab), published in November 2025, explains how its advisory team redesigned the company's talent acquisition operating model. The RPO page also reports a 40% improvement in candidate quality, a 68% reduction in time to hire and a 30% reduction in cost per hire, without naming the clients or periods behind them.
The models are end-to-end RPO, modular RPO, and project RPO with resource augmentation. The FAQ lists the KPIs AMS tracks, among them time to fill, offer acceptance, quality of hire and early attrition.
Korn Ferry, also profiled in this group, completed its acquisition of AMS (opens in a new tab) on September 1, 2026. If you invite both, ask how their RPO teams, technology and contracts will be run.

Against a forecast of 400 vacancies in the first 12 months, the client says Guidant filled 500 roles within the first nine months of the contract. The client is not named.
Guidant offers enterprise RPO, blended RPO alongside an in-house team, and on-demand and project RPO, and runs managed service provider (MSP) programs for contingent workers.

- case studies (opens in a new tab)
- Pricing guidance
- its FAQ describes periodic fixed fees, fees per hire and performance-based fees as the common RPO structures; Hays' own terms are not stated
Hays' RPO case tiles name the country and sector but not the client. For a chemical company in Malaysia, it reports time to fill halved in the first three months, from 68 days to 32, and an average below 25 days after that. Another chemical client in China saw time to offer fall from 156 days to 72.
Its RPO service is "fully modular": sourcing, screening, assessment or onboarding can be bought on their own or as an end-to-end or project program. Its RPO FAQ (opens in a new tab) names the three pricing structures above and seven areas to review before choosing, from objectives and geography to technology and pricing.

Its RPO page also describes a program for a global beverage company in Asia: Hudson handled all permanent hiring and reports 99% retention for all placements and a 35-day average time to fill, without stating a measurement period.
Hudson Talent Solutions was formerly Hudson RPO, and hudsonrpo.com now redirects to hudsontalent.com. It offers enterprise, project and on-demand RPO, and its FAQ says cost depends on hiring volume, role complexity, geographic scope and service model, without figures.

It offers full or hybrid RPO, project recruitment ("hire 10 or 200+ at speed") and flexible recruitment services, and reports more than 3,000 RPO specialists across more than 110 countries. It has also owned AMS, profiled above, since September 1, 2026. The page promises "guaranteed success from day one" in its change management without stating terms, so ask what that guarantee covers.

A second 2023 case (opens in a new tab) for an unnamed global insurer describes a team that grew from 10 to 39 recruiters in its first year and 120 offers in ten months.
PeopleScout offers full-cycle, project, modular (its Amplifiers) and high-volume RPO and says it serves over 40 countries. Its RPO FAQ is a useful primer on choosing a provider.
Randstad Enterprise
Back to the comparisonRandstad Enterprise website, captured October 2026.
- Potential fit
- Choosing between end-to-end, project, recruiter-on-demand and talent BPO models from one provider
Randstad Enterprise, whose RPO pages still use the Randstad Sourceright name in places, features one program on its RPO page: an unnamed power and utility company that uses an onshore delivery model and talent analytics to hire niche talent in a regulated environment. It names no client and publishes no results there.
It offers four models: end-to-end RPO, project RPO, recruiter on demand and talent BPO. The page cites Everest Group's PEAK Matrix: "16 times a leader". The cost question in its FAQ links to an RPO playbook chapter that gives no pricing model or fee.

The bank's talent acquisition lead says the team is "doing a great job supporting us with the shortlists".
Its UK RPO page offers full, project and modular RPO, and says a project RPO hiring process can be set up within six weeks. Robert Walters says it delivers outsourcing in more than 60 countries, with client account teams in 23, and also offers MSP programs for contingent workers.

Its RPO page also cites an $8.5 million saving for a healthcare provider, without a period.
Wilson, the former WilsonHCG (its old address now redirects to wilsonhr.com), offers strategic, project, agile and modular RPO. Project RPO runs from 3 to 12 months. It says it has supported clients in 65 countries with more than 2,000 recruiters.
Providers for midsize and sector programs

- Potential fit
- A US employer in life sciences or manufacturing that needs RPO or recruiters on demand
- Evidence
- the underperforming-RPO case study (opens in a new tab)
A promotional products company replaced an underperforming RPO provider with Advanced RPO's recruitment on demand model, embedded in its own hiring process. In a case published in August 2026, Advanced RPO reports time to fill down from more than 60 days to 49 and offer acceptance up from 74% to 82%. Its case-study index lists 23 programs by situation, none naming the client, and its homepage quotes the CHRO of an unnamed technology company: "We could not have come close to building a comparable recruiting organization in-house".
It offers RPO, recruitment on demand, recruitment administration, talent marketing, professional search and talent advisory, and lists industries from biotech and pharma to finance, insurance and manufacturing. It acquired Aspirant RPO (opens in a new tab), a Pittsburgh-based RPO provider, in May 2024.
Alpha Apex Group
Back to the comparisonCo-founded by Jake Jorgovan, the author
Alpha Apex Group website, captured October 2026.
- Potential fit
- An employer that wants RPO alongside executive search, with finance or construction hiring in scope
Alpha Apex Group's RPO page reports 2,000+ placements worldwide and a 43-day average time to fill for full-time hires. Its claim that new candidates arrive in the hiring manager's inbox within 72 hours gives no starting point and no scope. The page does not identify these figures as RPO results and names no RPO client or case.
The page describes RPO programs designed around the client's hiring, from sourcing and screening through onboarding, with analytics and employer branding. Separate pages cover finance RPO (opens in a new tab), which says a tailored program is built within 30 days and reported on weekly, and construction RPO (opens in a new tab) for skilled trades and site roles. Agree the model, service levels and fees directly.
The Bowdoin Group
Back to the comparisonThe Bowdoin Group website, captured October 2026.
- Potential fit
- A healthcare or life sciences company building a commercial or functional team
Bowdoin specializes in healthcare and life sciences. Its FAQ (opens in a new tab) says it offers RPO engagements for extra recruitment capacity, high-volume hiring or an embedded talent partner, taking on all or part of the process from strategy to offers and reporting. Its team builds page covers field sales, market access and medical affairs teams for launches and growth.
Its services page presents Bowdoin as a healthcare and life sciences executive search firm, and its client page shows logos without tying them to RPO. No RPO case is published on the pages read, so ask for references from team builds like yours.
Hueman
Back to the comparisonHueman website, captured October 2026.
- Potential fit
- A midsize program in manufacturing, industrial or healthcare hiring, that wants published pricing models and a typical implementation window
- HRO Today 2026
- first of 6 overall midsize deal leaders
- Evidence
- success story (opens in a new tab)
- Published pricing
- a flat monthly service fee, a cost per hire, or a monthly management fee plus cost per hire; amounts not stated
In an October 2024 success story, Hueman describes a recruiter-on-demand and project RPO program for a national building-products distributor. Five dedicated recruiters made 60 hires in six months: 27 salaried hires at an average of 33 days and 33 hourly hires at 11 days. Hueman reports a 63% drop in average days to fill, from the client's internal 60 days to 22, and an average cost per hire of $2,210 against a national average of $4,700 that the page does not source.
Its FAQ (opens in a new tab) is the most specific on terms among these providers: the three pricing models above, no annual or per-project hiring minimum, and implementations that typically last 4 to 6 weeks. Hueman reports 1,800+ manufacturing and industrial hires in 2024.
Orion Talent
Back to the comparisonOrion Talent website, captured October 2026.
- Potential fit
- Hiring in regulated, technical sectors such as advanced manufacturing, semiconductors and energy
- HRO Today 2026
- 13th of 13 overall enterprise leaders
- Published pricing
- one set fee covering the program's scope; amounts not stated
Orion's RPO case study is a download, and the pages read name no RPO client. Its RPO approach page (opens in a new tab) says clients see an average reduction in time to fill of 15 days and in recruiting costs of 35%, without a sample or period, and that its set fee "typically ends up costing 60% to 70% less" than a traditional staffing firm.
It offers end-to-end, project, and modular or hybrid RPO, for manufacturing, life sciences, semiconductors, energy and utilities, and data centers. Orion says all hiring costs roll into a single cost and that you pay only for the resources needed at the time.
Providers for offshore and single-country builds
2 of 19 firmsThese two suit a narrower brief: building a team abroad, or hiring in one country.
1840 & Company
Back to the comparison1840 & Company website, captured October 2026.
- Potential fit
- A company hiring offshore or into new countries that may also need payroll and compliance support
1840's case studies describe offshore teams and individual hires, such as an Australian manufacturer hiring three senior leaders in a new market, but none is labeled as RPO.
It offers end-to-end, project, on-demand, selective (modular) and high-volume RPO, says it has helped companies build teams across 150 countries, and also sells global staffing, outsourcing, payroll and compliance services. The page's structured data gives the price as a custom quote.
dotLinkers
Back to the comparisondotLinkers website, captured October 2026.
- Potential fit
- A technology company building or expanding an engineering team in Poland
- Evidence
- Splunk case study (opens in a new tab)
For Splunk's planned expansion of its Krakow R&D center in 2023, dotLinkers embedded a project manager and five IT recruiters onsite under the Splunk brand. It reports 233 hires onboarded, and 78 specialists joining within six months. Its RPO page also lists case studies for Glovo, Relativity and others.
dotLinkers is an IT recruitment agency with offices in Poland and San Francisco. Its RPO is modular, with individual recruitment modules that can be combined, and it also offers success-fee and fixed-fee recruitment outside RPO.
Find providers for a sector or a combined workforce program
Several entries above suit a particular sector. For finance hiring, AMS lists banking, financial services and insurance among its industries, Advanced RPO lists finance and fintech, and Alpha Apex Group has a dedicated finance RPO page. Robert Walters publishes a modular RPO case for an international bank's early careers hiring. For manufacturing, compare Hueman's manufacturing and industrial program with Cielo's manufacturing coverage and Orion's work in advanced manufacturing. Ask each for references at your roles, locations and volumes.
For construction, Alpha Apex Group publishes a construction RPO page. TRS Workforce Solutions (opens in a new tab), which lists construction and site workforce delivery among its services, offers project, total and on-demand RPO; it is not profiled here, so confirm its construction references directly.
If the program covers contractors as well as permanent staff, compare the total talent offers of KellyOCG + Sevenstep and Michael Page with the RPO and contingent workforce services of Guidant, Robert Walters and AMS.
How RPO providers price their programs
None of the provider pages read on October 6, 2026 publishes an RPO fee amount. Hays' FAQ explains general RPO pricing structures: a fixed fee paid periodically, a transactional fee for each hire, or a performance-based fee linked to cost savings or agreed KPIs. Hueman lists a flat monthly service fee, a cost per hire, or a monthly management fee plus cost per hire, and says the price depends on volumes, position types, locations and the number of hiring managers. Orion describes one set fee covering the program's scope. Hudson lists similar cost drivers without a model.
Hueman and Orion describe their own pricing approaches; Hays' list is general guidance. Savings claims such as Cielo's 20% to 30% or Orion's 60% to 70% against staffing firms are the providers' own figures, not market benchmarks. Ask each shortlisted provider to price the same scope in the same structure so the proposals can be compared.
Timelines vary by stage. Hueman's FAQ, read in October 2026, says implementations typically take 4 to 6 weeks, and Robert Walters says it can set up a project RPO hiring process within six weeks. Alpha Apex Group's finance RPO page, read the same month, describes building a tailored program within 30 days. The buying process can be far longer: Hays says a large end-to-end procurement "can take up to 12 months", and AMS gives a similar figure for multi-country programs.
Write down what the RPO team must deliver by day 90
In a 2020 episode on making a new hire succeed, I said the CEO has to define the criteria a new person should have met 90 days out, then plan the path there in phases. First they shadow someone and learn the processes, then they do the work while being overseen, then they work alone with check-ins about once a week, and finally they report metrics and updates weekly.
I'd hold an RPO partner to the same rule. Before the contract, write what the program must deliver by day 90: roles filled, time to fill by role family, hiring manager satisfaction, and what the provider reports each week. Then plan the handover in the same phases, so the provider's team learns your process alongside your recruiters before it runs the work and reports on it each week.
What to settle before you sign
Choose the scope and the model
Decide which roles, business units and countries the program covers, and whether you need end-to-end RPO, a project with an end date, recruiters on demand or one stage such as sourcing. If the work includes contractors as well as permanent staff, ask about total talent acquisition: one coordinated approach to permanent hiring and contingent workforce management.
Ask for references from programs like yours
Request client references at your volume, in your sector and in your countries. A firm-wide percentage on a website shows what the provider chose to publish; a reference call lets you ask what went wrong and how it was fixed.
Put service levels, pricing and exit terms in writing
Agree the KPIs (time to fill, offer acceptance, quality of hire, hiring manager satisfaction, early attrition), how often they are reported, the pricing structure, what happens if targets are missed, and who owns the candidate data and the process if the contract ends. The guide to evaluating an RPO partner covers the assessment in more detail.
- Which of your current programs are closest to ours in volume, sector and countries, and can we speak to those clients?
- Will the recruiters work only on our account, and who leads the program day to day?
- How is the program priced: a monthly fee, a fee per hire, a performance-linked fee or a mix, and what does each include?
- Is there a hiring minimum, a minimum term or a notice period?
- How long does implementation take, and what do you need from us before launch?
- Will you work in our applicant tracking system, and who owns the data if we part ways?
- Who is responsible for background and credential checks, local hiring rules and candidate data protection in each country?
- Which KPIs will you report weekly, and what happens if they are missed?

How this list was made
Each provider's own RPO service, case-study and FAQ pages were read on October 6, 2026. A firm is listed where its own site offers RPO to employers under its current name, and grouped by the program it suits. Figures, client names and terms are the providers' own published claims; HRO Today's buyer-satisfaction ratings are noted where they apply.
