Performance Creative Agencies: 26 Firms Compared

Published Updated 22 min read
If your growth depends on paid social, video or search ads, the ads themselves wear out. A concept that lowers your cost per acquisition this quarter can fade as the same people see it again and competitors copy it. A performance creative agency is built for that problem: it makes ads as tests, reads the results and keeps new variations coming.
This guide compares 26 agencies that offer performance creative, from creator and UGC studios to paid-media agencies with their own creative teams. It shows what each one makes, the client results it publishes and any spend level or terms it states, then covers what to agree before you sign.
DisclosureinBeat and Creative Milkshake are part of Fieldtrip, a group of marketing agencies in which Jake Jorgovan is a partner. Both are among the 26 firms in this list.
Compare performance creative agencies
The agencies fall into three groups by how they sell creative. Creative and creator studios lead with the ads themselves. Paid-media agencies run your campaigns and have an in-house team making the creative. Integrated agencies offer performance creative as one service among brand, media and other work. The groups show a useful starting point; most firms also buy media, and several work across groups.
This is a shortlist without a ranking. The results are the agencies' own claims and cover different metrics, periods and kinds of work. Read each case's comparison and method before using its figure to choose a partner.

Asked in its own FAQ (opens in a new tab) whether it is a creative agency or a performance agency, QNY answers "Both." The FAQ says creative runs through every channel it manages, including paid media, social and retail media, with creative "built to convert closer to the point of purchase," and that it reports against agreed KPIs. Its New York office is at 515 Madison Avenue.
Why the winning ad keeps changing
In 2020 I wrote about Andrew Chen's law of shitty click-through rates to explain why outbound tactics stopped working: "every marketing tactic is great when it starts, but then everyone starts doing it and people become immune to the tactic." Ads follow the same curve. A concept that works attracts imitators, and the people who see it most often stop reacting.
So I'd judge a performance creative agency by its system for replacing its best ad; the steps below turn that into questions for the first call. Several firms above describe this in detail, from inBeat's always-on video pipeline to Silverback's tagging system and Nest's variant production. If fatigue is the problem in front of you now, the guide to ad fatigue in social media advertising covers the warning signs.
Creative alone, or creative with media buying?
Most agencies here sell creative together with media management, which keeps test results and new ads in one team. If your media team stays in-house, look for an agency that takes creative on its own: inBeat accepts standalone performance creative projects, Fetch & Funnel invites inquiries for ad design alone, QNY Creative says a brand can hire it for creative alone, and farsiight prices creative as fixed projects and hands over the files. Agree who controls the test budget and who reads the results.
Performance creative agencies with New York offices
Socium Media, Socialfly, M+C Saatchi Performance, Amsive, The Charles Group, Collective World, QNY Creative and WITHIN (in Queens) list New York City addresses, as does Mason Interactive in Brooklyn. Tug also lists a New York location. If you are weighing creator programs more broadly, compare UGC agencies as well.
What to agree before you sign
Define the test and the decision date
Name the metric that decides a test (cost per acquisition, return on ad spend or cost per lead), the budget behind each new ad, how long a test runs and the date you will decide whether to expand. One channel and one clear goal make the first months easier to judge.
Ask how they make and replace ads
Ask how many new concepts and variations the agency delivers a month, who writes the briefs, whether creators, studio shoots or stock footage fill the gaps, and how a fading ad is identified and replaced.
Settle costs and ownership in writing
Confirm whether creative is priced separately or included in a media fee, what production costs sit outside it (creator fees, shoots, licenses), any minimum spend, and who owns the files and raw footage. Confirm the initial contract term, renewal process and cancellation notice. Fetch & Funnel and farsiight say clients own what they create; ask the others.
Ask for the measurement behind each result
For any case figure you rely on, ask for the baseline, the period, how it was measured and what else changed at the same time, then speak to a client whose budget and channels match yours.
- How many new ads will you deliver a month, and in which formats?
- What do you vary in a test, and how do you decide a winner?
- Who makes the ads: your own team, creators or partner studios?
- Is creative priced on its own, bundled with media management or tied to our ad spend?
- Who owns the final files, raw footage and creator usage rights?
